Over twenty-years of experience in leading and managing information technology projects, engineering support, business process re-engineering, performance engineering, and mathematical modeling of business and technical systems. Technical areas of expertise include system development life cycle, business process analysis and requirement configuration management, system integration and independent verification and validation (IV&V), capacity planning and performance evaluation, operational analysis of reliability, maintainability and availability, test engineering and defect analysis, risk assessment and mitigation planning, statistical and predictive modeling. Northrop Grumman (SoHaR), Washington DC, 2005 – at present, Subject Matter Expert, Federal Aviation Administration (FAA), Operational Analysis, Business Process Performance Evaluation, Reliability, Maintainability and Availability (RMA)

  • Led the design and development works on operational analysis of the En-Route Communication Gateway (ECG) systems to support the FAA management in monitoring RMA and business performance issues of the flight and surveillance data processing environment newly implemented in all control centers throughout the country

Expertech Solutions, Rockville, MD, 2003 – 2005, Project Manager, Senior Principal Engineer, Internal Revenue Services (IRS) Functional Expert, Modernization Information Technology System (MITS) Support.

  • Led the customer support during delivery of the e-services system - new developed application for the IRS. Performed and coordinated the verification and validation of all documentation including Detailed Design Document, Data Model View, Application Model View, Transition to Support Plan, Business Continuity Plan, Risk Management Plan, Project Training Plan, Quality Management Plan, Configuration Management Plan, Operational Documents, Pilot Deployment Site Readiness Test Plan, System Integration Test Plan, Release Deployment Plan and other technical documentation. Evaluated the reliability, maintainability and availability of the delivered system

  • Led the development of Operations, Maintenance and Enhancement (OM&E) strategy for the e-services application. Defined the principles of staff capabilities analysis, OM&E cost analysis, metric quantification and modeling for staffing assignment and FTE evaluation, determined organizational structure. Developed the mathematical decision support model for technical staff planning and applied this model to the e-services OM&E, performed necessary calculations for cost effective solutions

  • Accomplished the e-services performance evaluation analysis, calculated expected external workload and internal throughput metric values for the major e-services architecture components, prepared appropriate white papers and technical reports

Integrated Network Engineering, Inc., Laurel, MD, 2001– 2003, Principal Engineer. IRS, PRIME Program.

  • Led the development of the Performance Verification and Validation Methodology for the Integration Test and Deployment (IT&D) branch based upon best existing practices and compliant with the Enterprise Life Cycle (ELC) standards

  • Led the development of the IRFOF capacity planning and performance engineering and testing methodology. Performed the statistical analysis, developed predictive models for the IRFOF external and internal workload and throughput, calibrated the models with available statistical data, and calculated all performance requirements for the IRFOF application. Proposed new approaches in simulating the taxpayers request flows, the IRFOF user session types and test scenarios based upon predicted “taxpayers behavior”

  • Led the development of the mitigation strategies, benchmarking and approximation approaches for different possible IRFOF response options. Essentially participated in preparation of the Performance Test Plans for the Release System Integration Test (RSIT) and Deployment.

  • Led the development of the requirement configuration standards for the Theater Medical Information Program (TMIP) of the Military Healthcare System. Developed the TMIP configuration itemization criteria, the Requirement change request rules and procedures. Developed the Requirement analysis tool (User Interface) in DOORS

  • Led the development of the integrated system life-cycle methodology, management policy and guidance for the TMIP Program Management and Functional Management Offices consistent with the latest System integration and acquisition standards (ISO and IEEE). Proposed an approach to harmonizing the traditional life-cycle approach to accommodate principles of rapid prototyping and spiral development methodology

  • Participated in the development of a contingency management methodology for dealing with the Year 2000 Problem. Proposed a hierarchical decomposition model for impact analysis of large structured business processes during contingency planning.

  • Analyzed the territorial mobile telecommunication networks growth trends in Russia and developed the cost effective plan of actions for the billing systems market in FY98-99.

  • Managed and participated in the implementation of the LHS’s BSCS product (Business Support and Control System) – ORACLE based customer care/ accounting/ inventory /billing system for telecommunication networks of Russia and Eastern Europe countries

  • Managed the system customization. Performed system deployment and system integration, regression and acceptance testing. Analyzed the results and monitored the corrective actions.

  • Rostelecom: Led the business process and performance analysis, updating of functional requirements for customers, technical feasibility study, cost effectiveness analysis, the determining of quality objectives, and acceptance criteria.
